Here's a breakdown summary of every prompt on the event;
Gambling Problem - The Shuten Clan is running an old-style den casino in Sai no Kawara with all kinds of games of chance to try your hand at. Shuten dealers have been trained to cheat on behalf of the house, of course.
Pleasure Palace - Tamamo has created a palace-like house of pleasure. It's essentially an extremely high end cabaret club and brothel, with both an indoor and outdoor stage for performances.
Gossip - With so many high profile clients in town for Tanabata, it's Sutoku's jobs to keep their ears open for all the hot goss they can. One thing in particular most characters will hear about is trouble in one of family of a particular finance wolf. His daughter wants to be a musician. He's trying to get her to come home. Drama ensues.
Tanabata - The usual Tanabata fun, though the Stardust-fueled magic creating the star show might make everyone feel more inclined to get in on the peace and love. What's more, the magic may impact the wishmaking itself! Take a chance, right?
"We Know Who You Are" - The infamous Iron Bear has made their presence felt. An attempted assassination is thwarted, but the finance wolf's daughter is kidnapped, and the Enma is here to make sure everyone starts talking about what they know. A tense ending to a party, but at least no one's in immediate danger. Right? Right?

Brief Rundown: Polite, mild-mannered doctor & forensic pathology professor, diplomat, and dad from 1900! low-key dragging around a bunch of guilt, only semi-resolved grief, and period-typical repression. he isn't tired of being nice but he DOES, secretly, want to go apeshit. Spoiler opt-out is here if you need it!

Initial Ideas:

Gambling & Gossip: He won't be gambling very much for himself - he has been broke in strange places before and is NOT eager to repeat the experience - but he will be schmoozing with the high rollers like the Sutoku busybody he is. Please feel free to notice him rubbing elbows with rich bitches. He'll also be calling out cheaters and bluffers at the tables to impress said high rollers; Shutens you're welcome to menace him for this, his normie level hand-to-hand will NOT stand up to the oni, rip.

Pleasure Palace: He'll be here to schmooze as well, but less than at the tables, because he's still #victorian and getting acclimated. this century is a lot. HOWEVER he will definitely flirt his way into at least one (1) expensive drink in addition to the intel, because he deserves it, which may even make him bold enough to flirt but like for himself, because he also deserves it?! This will probably not go anywhere beyond PG-13 though because, again, #victorian. 30+, m/*, likely cw for internalized homophobia if you bring a guy. Please throw more fuel on the fire of his incoming bisexual crisis y'all.

Tanabata: He is also a sap and wished for his family to be happy and healthy please feel free to notice him doing it. He'll be extra amiable during this time so, like Kamui, down for some light get to know you threads and allowing existing CR to learn maybe one additional thing about him not from the bucket of secrets lmfao.

"We Know Who You Are": OH BOY WELL. He'll be bouncing between trying to look like a good Sutoku, trying to wheedle info out of the Enma, and, as usual, sticking his nose where it doesn't belong and most likely doing so alongside a certain greatest detective.
