Just like the TDM set up, Jigokucho is in recovery mode after the dissipation of a curse that befell the city. It was a full-on horror apocalypse.

The curse is gone, there are rumors stirring that the turf war has ended, and the Kappa are all going back down to work on building… something. It’s all pretty hush-hush, but anyone that’s not in the Department can ask freely about it. The Enma has bigger things to be concerned with already anyway (namely the newly named cause of the curse: Haniyasu).

So what does that mean for the next two months? Well, between whatever it is being cooked up in the Underground and everything else, the theme of these two months is Tanabata! How that celebration takes shape in a place like Jigokucho will be revealed as the month goes on, so stay tuned to find out more!

If Kimmuriel needs help, erm, acquiring specimens and doesn't mind trying to seem legit about it, he could probably figure out some kind of shady test subject compensation BS to fund for it. You know, offer them a bit of pocket change or vouchers for a Sutoku fast food joint.

Then again if they wanna just snatch the off the street, Matoba's shiki are pretty good for that kind of thing....

honestly he'd prefer legitimacy because he's not trying to kill them and will definitely have to deal with their reactions later, so between their respective ranks they can probably rustle up some sweeteners to make up for the fact that every test subject is getting tranq'd essentially
