Both will pay you. | ![]() Welcome to the Night Parade (plot-relevant) Characters are tasked with preparing for the Night Parade: setting up decorations, making sure businesses have their sponsorships lined up, training for security, planning the parade route and, of course, making sure no one is bringing any contraband to the event. The Night Parade is an important neutral event and the leaders of every clan want to ensure there are no agitators or violent incidents. The Kappa in particular want to keep Lost Souls from doing inspections on their part of the parade route; they don’t trust them to have anything to do with the city’s utilities. |

substory 4: re. contrabands, how would the newbs get info about this and what avenues can they pursue them? what kind of contrabands have been traditionally brought into the parade? how are the belligerents punished?
can the kappa be appeased with forms of bribery or no?

4; Contraband is less a concern, since weapons are not difficult to get a hold of in town regardless, and more agitators looking to stir trouble (though the possession of weapons is considered a sign of that, so that can be something used as an excuse to stop someone). As far as punishments go, it generally depends on who catches them, as you can read in the premise page that each Faction have differing means in that area.
The Kappa collectively cannot be bribed, however, since they are part of the Sutoku Alliance, they may be more willing to listen to members of that Faction.

For Welcome to the Night Parade, when you mention the Kappa not wanting Lost Souls to do inspections on their parade route, how will they make this known? Outright telling them if they try to do their job, stalling/distracting them with other tasks or the Horrors of Bureaucracy?

Will the Kappa accept help in keeping people away from the sewers?
Also this is more of a general question: how well does tagging go over? If a character spray-painted hints or signals how long would they last and how strongly punishable is leaving it?

While a character may be in the Alliance, the Kappa still don't want them around, even if it's to keep others back. They just straight up don't want people poking around there. Just tickles the curiosity, doesn't it?
re; Tagging. They'll definitely assume new, unfamiliar graffiti is from a fresh Lost Soul, but they'll have trouble telling who it is, so it's definitely possible to evade punishment.

For Look at this sweet jacket, how open are the man and the hashihime to negotiating? If they're both willing to pay, he'd probably turn down the payment anyway and suggest either the man pay the hashihime to let him pass or the hashihime to pay the man to quit doing whatever's annoying them. How well do you suppose that would go over?
For Welcome to the Night Parade, Ryouma is going to be super interested in the Kappa (and want to know more about the Kappa's grievances in general either with the other members of the Alliance or other factions), so what would happen if he keeps pestering them lmao? Is there anything that he could do or find out that might help him improve his standing with them? He'll probably point out that he's interested because he's interested and not because the Alliance put him up to it (whether they do or not), for whatever that's worth.

2) The gyokuto is the manager, and Aerith will find that she is incredibly... odd. Even by hell standards this woman is a little strange and will probably not give Aerith the reaction she's looking for, and might even try to study her.

For Substory #3, would the hashihime be willing to talk about why they were mad at this dude in the first place. Did he just stand on the bridge staring at his jacket's reflection in the water for a long time. Inquiring minds want to know.
Aaaand for Substory #4, what could a Lost Soul member of the Sutoku Alliance find out about the Forbidden Utilities? Like, not even necessarily what the Kappa are up to, if that info would be hard to get. But what are the utilities that are even at risk in the cover story?

- What would the gyokuto's answer be if someone asked what these drugs were even under development for? Does she seem to have any kind of faction affiliation herself, or does she seem to be an independent agent?
- What happens if someone tries to pick her up and pet her while their judgement is impaired?
For substory 3:
- If your PC was helping fancy jacket man and ran into another PC helping the hashihime, would they accept a PC vs PC representative brawl to decide the matter? If not and they ended up in a 1v1 against a hashihime, would it be more or less an even match?
- Could one theoretically get fancy jacket man drunk and convince him to trade his fancy jacket in for a jacket you tell him is even cooler. Would that fix the problem at all.

1. What do the other factions think about the kappa being cagey?
2. Is this affecting any relations between the factions? For example, rumors, gossip, complaints, concerns, etc? Is anyone running their mouths at the bars?
Basically, is this affecting the mood leading up to the parade at all? Just something I might want to make note of in a couple of tags as we get closer to the Dawn of the Final Day.

2) I've already seen that even Sutoku members will be turned away from investigating what's going on, but will the Kappa be more willing to interact with Sutoku members who are giving them a heads up on details about other clans' Lost Souls trying to snoop around? Are they willing to negotiate at all, for information? (He assumes the clan leaders already can see, but hey)
3) Since he's knowledgeable in this area, can he identify the type of spell used? He is interested in possibly a trade of information here as well- even if he can't currently use them himself, he could offer them spell circles/wards from his own library to help protect their interests, as a show of good will and cooperation.
