what's happening? (an info collective)

Happy spring, everyone.

I saw some people say they were a little overwhelmed/lost with the information that’s out for the Night Parade event. I feel this because I've been doing my own thing and have been kind of busy recently. I wanted to catch up and make some notes for myself because it helps me make my own plans. So I’m sharing what I have so far to hopefully help people get caught up.

PLEASE KEEP IN MIND THIS IS AN OOC SUMMARY AND NOT ALL OF THE INFORMATION MAY BE AVAILABLE/OPEN TO EVERYONE IC YET.

I know a lot of us are still threading out getting the actual information and some of us might have more specific leads. Some of the information looks like it can be generally learned (ex: the Shuten are extra unhappy with the Kappa!) but some things might be more specific to character skills and efforts. It also looks like each faction has their own advantages/disadvantages when getting some information. For example, Sutoku Alliance people might figure out information from one source while Shuten folks might not be able to get the same results. Use your judgment and ask if you aren't sure. Please be careful not to infomod.

I’ve included links to sources and notes about the characters involved so people can refer to plotting/contact posts and figure out how to work together/get involved. You can see the event plotting post here and contact methods here. There's also a game discord if that's your style.

Anyway, everything I have is below the cut! It's long... y'all asked a lot of questions. Hopefully, this helps to have everything in one place.


Information is broken into 3 parts!

1. Substory and mini-event details. The stuff that led up to the Night Parade. Some of this information isn't exactly relevant anymore but I know some of us play characters that would want to remember these details so I included them.
2. The Night to Remember. Things that went down at the Night Parade and could be uncovered more immediately after.
3. The Enma memo. The Night to Remember section got lengthy so I broke this into its own section.

SUBSTORY & MINI EVENT INFO
SUBSTORY 4: WELCOME TO THE NIGHT PARADE (link to substory page and Q&A thread)
"Characters are tasked with preparing for the Night Parade: setting up decorations, making sure businesses have their sponsorships lined up, training for security, planning the parade route and, of course, making sure no one is bringing any contraband to the event. The Night Parade is an important neutral event and the leaders of every clan want to ensure there are no agitators or violent incidents. The Kappa in particular want to keep Lost Souls from doing inspections on their part of the parade route; they don’t trust them to have anything to do with the city’s utilities."

QUESTIONS & ANSWERS FROM THE SUBSTORY POST
Dimitri's player asked if the Kappa could be bribed.
The answer was no, however, since they are part of the Sutoku Alliance, they may be more willing to listen to members of that Faction.

Daylight's player asked how the kappa would stop the players from getting involved.
The answer is the kappa would be blocked off and told to go somewhere else. Even if you're stubborn and insist/refuse to move, they won't give explanations. Instead, they'll try toss you into the river.

Ethan's player asked if the Sutoku Alliance was going to make any statements regarding the kappa and if they would accept help keeping people away from the tunnels.
The answer was the Daitengu would release a statement asking everyone to respect the kappa's wishes. The kappa don't want to accept help from anyone even if it's to keep people away.

Ethan's player also asked if they could be bribed with sweets and if there were friendlier kappa. The answer was there are friendly kappa and there are other kappa tribes. The river kappa are closest to the Daitengu. They can't be bribed.

Ryouma's player asked what would happen if you kept bothering the kappa. The answer was you'd get tossed into the river. They also asked if the kappa had any grievances with other clans but there doesn't appear to be an answer for this.

Aerith's player asked if you could bribe other youkai clans into talking about the kappa or if they would have anything to say. The answer was a Sutoku Alliance youkai with shaky loyalty would probably be the most effective for getting answers, but the information isn't going to be useful. They'll tell Aerith the kappa are up to something, but they have no idea what it is. Most people will assume it's a big surprise for the parade.

Lan Wangji's player asked if Sutoku alliance members could learn about the kappa's forbidden utilities. The answer was, "The main things the Kappa control are the waterworks; pretty much anything that's part of the city's water supply. But there's also the city's main power and gas lines down there, too. Normally, no one really worries about this kind of thing; the Kappa are part of the Alliance, but they're still pretty independent, so they have no reason to withhold things to get at the other factions."

Hizen's player asked what the other factions thought about thet kappa being cagey and if there was any gossip/etc in bars. The answer was is a little long so I'm going to copy paste it:
They don't like it! The Shuten Clan in particular is getting visibly annoyed by it, but currently aren't willing to risk going against the spirit of the Night Parade to start demanding more about what the Alliance might have planned, or if they even know what the Kappa are doing.

Right now, it's mostly just exposing a common contempt for some of the tribes within the Alliance, and kind of shows why the Alliance was formed at all; to protect those tribes and whatever secrets they may want to keep. This is why the Daitengu's official word on the matter is to respect the Kappa tribe's wishes.


Matoba's player asked several questions about if the kappa are using wards and if Matoba (as someone with experience with seals) could learn anything from them. The answer was pretty interesting so I'm just going to copy/paste it here:
The Kappa don't have any anti-personel curses or wards in place, though there does seem to be something that helps the Kappa themselves turn seemingly invisible within the tunnels. This is only a visual effect, however, as their footsteps can still be heard.

He will notice the aforementioned disguise ability is absent of any magic at all. One could easily assume it's technological.


Majima's player asked some questions about getting a group together to investigate under the tunnels. Their group consisted of Aerith, Azem, Six, and Emily. They got some pretty interesting answers to their questions and set up a closed log to get the information IC-ly. It's a lot of information so I suggest just reading the Q/A thread and plotting with the players involved here if you're interested in what they found.


And that's everything for the substory part of the night parade! Sorry about the mismatched tenses but I was just working as I went through the post.

MINI EVENT: TIME TO WORK (link to the mini-event and Q&A thread)
The Sutoku prompt for the mini-event mentioned the kappa.
"The Kappa want to be left alone and the Daitengu has asked Sutoku Alliance members to assure their wishes are respected. Members are tasked with convincing people to stay away from the Kappa's riverside facilities by whatever means necessary. Of course, you may want to take a look for yourself to see what they’re being so secretive about. That’s not recommended if you don’t want to get into trouble.

It’s not just strangers who are nosy, though. Retinues from both the Shuten and Tamamo clans are making an appearance and asking why the inspections are taking so long. Why are the Kappa dragging their feet? The Alliance prefers to avoid direct violence, so it's up to you to talk to these clan captains in a way that convinces them to leave the Kappa alone.

If you're curious enough to dive deeper into the Kappa's business, however, even your Alliance membership isn't going to keep you safe. The Kappa themselves seem to disappear from sight the further into the sewers you go, as if invisible. Preventing yourself from being spotted by a security camera or a patrolling Kappa is almost impossible. Cover your faces, stick to the shadows, and you might just notice that... they’re building something down there.

Something for the Parade? Who knows? But it’s definitely not decorations or a float..."


QUESTIONS & ANSWERS FROM THE MINI-EVENT POST
Wei Wuxian's player asked about what the kappa were working on in the tunnels. The answer was something that requires a lot of water and is connected to the main lines via hoses.

Lan Wangji's player asked if helping the Kappa as members of the Sutoku during the mini-event would get them more information (like who was in what faction). The answer was not really because information about who's in what faction is pretty public/easy to tell. They then asked if getting influence in the clan (via rewards) would help. The answer is yes.

Ryouma's player asked if they could find information about layouts of the sewers/etc and if they could find anything else down there. The answers were... yes, they can find maps/etc but it would take time to read them and would increase the chances of them getting caught. The mods also answered the second question with "Yep, it's pretty much that, however, even with aside from what the Kappa are setting up down there, it feels like there's... something else. Deeper. But nothing that can be accessed from there they are. It's just a feeling really... probably nothing. Probably." They also mentioned it would come up during the main event.

Lan Wangji's mentioned talking with Ydris' player about a thread they were doing. Ydris came up with some theories and Lan Wangji's player asked the mods if the ideas were ok and they were.


Below is information from the Q&A for the April Event. It's pretty lengthy and again, I tried to link the original threads and mention the players involved/etc so you can check things for yourself. In general, it looks like the mods referred to the same answers for some questions. I'll list those below and then put everything else behind a collapsible header.

- The Kappa seem just as shocked about this as anyone (this doesn't really take expertise to notice, but it's an important detail that may escape attention in the chaos)
- The guns used by the black-clad youkai don't leave shell-casings.
- The optic camouflage the black-clad youkai use is not magic-based, and doesn't ping spiritual detection methods
- Despite this, the rush of steam will largely *block* most mediums, creating a wall of spiritual white noise that they can't seem to get past.
- The White Wolf Guard are famous for their senses, and it is a possibility the steam explosion was used to mitigate this.
- The black-clad youkai *barely* have footfalls. It's almost inaudible.
- If there is anyone in the Kappa tribe who'd know anything about the contract work that lead to building the machine below, they don't seem to be present. No one knows where they are.

It looks like Sutoku folks can also observe/learn the following,

- No one knows where the upper management of the Kappa tribe is. They've disappeared.
- The Kappa didn't know what the machine was, they had assumed it was a generator, since it essentially functioned like one and that's what it felt like they were building.
- They are absolutely terrified because without the Daitengu to protect them, the other factions are going to hunt them down, hence why they're all trying to hide.
- The general vibe seems to be that the Alliance is in a ton of trouble. Whether this was an internal attack or an external one, they are ripe pickings for the other factions.
- No one knows who the black-clad youkai are. That was definitely Kappa-tech they were using (at least the optical camo is), but none of the basic workers will have any idea how they got a hold of it


MAIN EVENT: A NIGHT TO REMEMBER APRIL EVENT: A NIGHT TO REMEMBER (link to the event and Q&A thread)
We got our big reveal for the April event and a lot of us went pretty hard with acting and looking for info so buckle in.

Lan Wangji's's player asked questions about intercepting and pursuing the black-suited youkai. They asked if anything could be learned from them and if they could also get near the Daitengu during the chaos.

The black suited youkai can be intercepted but have overwhelming ability in terms of gear and skills. They also have numbers on their side. Nothing can be learned about the faction affiliation but they dont' seem to be kappa. It would be obvious if it was them.

While the White Wolf guard will be grateful for their help, the Daitengu cannot be saved.

Hizen's player also asked about chasing the black-suited youkai after they attack the Daitengu.

The black-suited youkai scatter in different directions and "disappear." They become invisible as if using optical camouflage. They will not rely on their stealth alone; they'll use firepower if they notice they're being tailed.

I also asked how Toraguma and Tenkohime would react after the attack. Toraguma is obviously very angry and feels like they're going to be blamed for everything even though this isn't their style. Tenkohime is similar but doesn't show her emotions like Toraguma.

Lastly, since I had Hizen shot, I asked if anything could be learned from bullet taken from him. The material is not what one would expect and it looks like it had a symbol carved on it but it's too hard to tell. Ydris's player followed up to ask if they could learn anything more because their body is made from wax instead. The symbol is a little more clear and appears to predate current known Japanese and Chinese. It doesn't look like this can be followed up on much at this current time.

According to the answers to Matoba's player's questions, the Daitengu sounds young, gentle, and androgynous. You can fire at the black-suited youkai from a distance but they'll fire back (and won't use discretion in their shots). The White Wolf Guard will stop anyone who tries to investigate the Daitengu's identity after their death. The Daitengu's robe has slits for wings but the Daitengu does not have wings. If asked, the wolves will say they simple had no reason to summon their wings at the time.

At the time of the festival, the kappa also planned to party hard at the festival because their month was stressful but they won't talk too much because they're under NDAs. They seem relieved to be finished with their work. None of them seem nervous; it was like they didn't know what was going to happen.

Each Sutoku clan has a leader but the kappa leader seems to be missing. The Tengu are panicking. They're telling the Lost Souls to not worry about the leadership of the Alliance.

Lan Wangji's player asked about communicating with ghosts/the dead to speak to the Daitengu. The White Wolves were against it because they have customs.

Interestingly, because water for the machine came from the Sanzu, the center of the city is filled with spiritual white noise. Mediums trying to tap into the energy will get the equivalent of static. Whether it's intentional or not isn't clear but it's definitely a disruption.

They also asked some interesting questions about the festival/world? Check it out.

Dimitri's player asked if the other faction leaders have bodyguards like the Daitengu did. They do! Kind of.

They also asked some questions about the status of the Kaigo no Bou, if the Enma would release a memo or anything, etc. Most importantly here though, they asked if characters could investigate underground after the explosion. The steam is hot underground so it's not safe to go yet. Also, the kappa seem surprised by the events as much as anyone else.

Dimitri's player asked if the Sutoku have had assassination attempts in the past before. They are uncommon but not unheard of and this is a different scale. Some people will think the steam was meant to mess with the Wolf Guard's senses.

But wait there's more. Dimitri's player also asked if the White Wolves had any guesses who were behind the attack and how the kappa are. The White Wolves have no guesses and are focused on other things. A formal investigation will come later. The Kappa were caught off guard and know how things look. They're on the run.

Emily's player asked about medical supplies during the chaos. You can get them and the Enma will be grateful for the assistance.

Dante's player is doing some investigating. As a result, it looks like they will be able to observe/uncover some things. Again, the kappa seem to be caught off guard by everything. The guns don't leave casings but if you look above at Hizen's question, you'll see there are still bullets. The black-suited youkai aren't using magic camouflage. The steam from the explosion created spiritual white noise for medium characters but it also messed with the White Wolves' senses. The black-youkai were barely audible. If anyone in the kappa tribe knows what's up, they aren't around. It looks like a summary of what some other characters have uncovered but in one investigation.

Ryouma's player wanted to get a Sutoku meeting together. They asked for general information that could be learned and got referred to the answer to Dante's question. As a bonus, Ryouma will pick up that the Sutoku Alliance people don't know where the high ranked kappa officials are and they're worried the Enma will crack down on them.

Dazai's player asked a lot of questions about the kappa. They kappa officials have a good relationship with the rest of the tribe. The kappa aren't trying to connect with anyone outside the alliance. The kappa have underground places that are private to them but the Enma have cut those off for now. The Enma aren't entertaining opinions/conspiracies from newbies.

Xinqiu's player asked about kappa facilities during the festival. Many of the workers are at the festival but some of them are still at work. However, the tunnels needed to get closer to the machine are sealed. Anything useful would be behind those gates.

Bishop's player asked about talking to the kappa and other youkai about their experiences (see: getting witness reports). For the most part, they won't be able to talk to any kappa and they were referred to the answer Dante received. No one is really up for giving meaningful answers right now and again, the underground is locked off by the Enma for now.

Bishop and Ruka's players were going to work together to get more information which would get the same information the Sutoku folks have managed to get. No one knows where the kappa leaders are. The kappa didn't know what the machine was for. Etc.

Billy's player asked about the assassin's dealing with high power bullets. The black-suited youkai have pretty solid body armor it looks like.

Majima's player asked what the Shuten and Enma are going to be up to (re: patrols and stuff). The Shuten are making sure the streets are cared for because they have a responsibility to the community.

Wei Wuxian's player asked if the kappa would be more willing to talk to Sutoku members who had made an effort to be friendly with them during the Night Parade preparations. They asked if any of the kappa would actually know what was up with the sewers/machine/etc. Wei Wuxian also asked about the kappa's ability to turn invisible.

In general, the common workers don't know much about what the machine is for. They were handed the optical camouflage in case of corporate sabotage. The kappa were involved with developing some high tech stuff but the basic workers really don't know what's up. They were just told to help create a new generator to make sure the city utilities ran smoothly. Some of the more savvy engineering kappa swear that's exactly what it was— a generator. They don't know how or why it exploded.

Lan Wangji's player then followed up to ask how the White Wolves would react if this was brought to their attention. Again, the White Wolves have other priorities. When asked if Lost Souls with the Sutoku Alliance could have better luck asking around (or if it was gated to those with influence) the mod reply was that if Lan Wanji finds any high ranked Tengu willing to listen, they will tell him in a hushed and direct tone to keep quiet. They're afraid other factions will use that information to finish the Alliance off regardless of who was responsible for the hit. They won't explain exactly why.


Next, it looks like the Enma has given orders to all Enma employees regarding the kappa. There were some questions there so I'm going to summarize those for now because why not… I'm already at it. It's also under a collapsible header.

Six's player asked when the memo went out. OOC, it was a few days but IC, it was the morning after the parade.

Kimmuriel's player asked if you could hide the kappa. yes, you can but the hell cops are checking the Alliance territory especially.

Soma's player asked if the kappa would speak if captured. If they answer, they'll deny everything. They deny knowing what was going to happen and say they thought they were making a generator. They don't know who the black-clad youkai are.

Also, at the the time of this post the sewers are still unsafe for investiation.

Bishop's player and Billy's player asked what happens if you get caught hiding a kappa. You'll get a beating if they resist arrest and go to jail for a bit.

Julieta's player asked who would handle the questioning of the kappa. Players are free to carry out question. Captain Shiki authorized any methods necessary to get answers. It looks like only Enma characters can ask questions right now and they're being held the underground detention center in the Kaigo no Bou.

Ryouma's player asked some general questions. One of them was if there are any Enma leads right now and the answer is no; the Enma's orders are an attempt to find leads. Captain Shiki isn't entertaining Alliance types.

And this is everything I have. Sorry about any typos and inconsistent tenses. If you see something offensively impossible to understand, let me know.... same if I missed anything or you see anything wrong. It's a lot of info to sort through so I'm sure there are things. If anyone has anything they want to add, feel free to comment, too!

Hopefully this helps. I play a character who has a bad time whenever he uses his brain cell so this is my contribution to the community.
