How relevant it is will be difficult to determine, since the only notes will be "reinforcement" and "pressure adjustments", though they will be near a section of the sewers that runs beneath the central part of the parade grounds where the main ceremony will take place. Odds are, these are security measures, but and that's why the Kappa are being so cagey, but it doesn't explain the gear being carried down there.
UNFORTUNATELY while they get the map cleanly, they will be caught on the way out, and will run into the business end of some weirdly high tech shock-spears in their attempts to escape. Hopefully they remembered to hide their faces!
