It's definitely okay, and it's something Emily would make pretty clear if Shinobu came to her for an interview - that they're not here to judge their patients, but to treat them, or else they can't actually say they're offering better care than the hell clinics that already exist, and that Emily would want her to consider if she can do that before Shinbou accepts the work offer.

Naturally, she doesn't expect a change to her views overnight, and she really does want to have more medical personnel involved in this, so ultimately Emily would invite her in and just give her that caveat of what the overall intentions are, leaving the choice in Shinobu's hands. I think it'd be fascinating CR to dive into, honestly!
