Here just for the sake of clarifying things WRT the Tamamo bomb, since I could only put up my comment after yours:
If incidents are being incorporated into a larger plot, such as Tenkohime intending to hamper the entire Shuten clan, this is something one would logically think the higher ups of Tamamo should be privy to.
Planting the warehouse bomb was something the mods offered me when I contacted them to get some ideas of Tamamo subdivisions and ongoings so I could get an idea of what my goals for Kate were, long-term. Kate's involvement was a very last minute addition, and I think that is a large part of why we didn't see more Tamamo PCs in the loop about it. (I don't know what the mods' plans would have been if I hadn't messaged them, and I'm not going to speculate). The impression I got is that ICly, things were kept quiet to keep information from getting out to other clans, but that is very much me extrapolating from the conversation I had with the mods and nothing the mods explicitly said to me.

Explicit IC confirmation of it being Tamamo isn't necessarily a bad thing — I certainly don't expect everyone to read my TLs in order to figure it out, and not trusting Iron Bear's words is something I imagine a lot of PCs would do. We did also get some information about the bomb's sabotage, but I do agree that it would have been more engaging for PCs to be able to present the information versus it being an NPC post.
