I have seen the mods okay players asking "hey, can my character go into [specialist area] in the faction, if it exists?" when ranking up, which I personally think is a pretty sensible way to use the system. BUT I don't know that the mods have explicitly stated it's a possibility anywhere outside of going "yeah, sure!" when players have asked, and I think it'd be a huge help to everyone if that was set in stone somewhere.
Maybe we'd all benefit if there was a post providing more in depth rundowns on ranks and subdivisions as they relate to each faction? It would make long term plotting easier on an individual level ("Oh, my character could be involved in this section if they get to [rank], maybe I'll shoot for that") and give us all some idea of what the faction structures are like. Even just a brief "here's what [0*/1*/2*/3*] characters are likely to do. [Faction] has the following subdivisions: [insert a sentence or two about each] We are happy to work with players in constructing new subdivisions or anything else they want to do in the faction, contact us here." Would be a good way to give us a foundation to work with, I think.
