I'm fairly sure that that isn't what was meant by saying it's not up to the mods to disseminate information.
It's pretty clear the the mods and the player base are in agreement that actions that have a wider influence on the game itself should be OOCly plotted and visible in places where more people can be aware of them and participate.
Other than that, it's not unreasonable that the mods aren't going to tell everyone everything involved in player plots. A lot of the plot stuff I was working on was pretty small until it got big enough to have a larger influence on the game, and then that information was openly announced. Even though I was working that stuff out with mod approval, all the stuff prior to that wasn't the kind of plot stuff that needed the entire game to know about it nor did I want the entire game to be involved in it because because it was a player plot where my character was having a lot of meetings and building cr, so it makes sense to me that the mods would clarify this like they have.
