+1. Rank has to either have tangible, clear-cut meaning and purpose to players IC and OOC, or it's completely meaningless.
The way the system is now, anyone could have their crass and irreverent character slice-of-life it up and shoots the shit with people on Ember for a week and get enough points to buy them a rank; this would be by-the-books use of the system as-is, but it would look completely nonsensical IC for that character to have authority and influence.
However, anyone could have their responsible and driven character try to engage with the plot head-on and engage with the faction in earnest, maybe get enough points to get rank, and then encounter dead end after dead end because rank doesn't actually afford them access to anything.
