Absolutely. Surprises/twists don't work if that information isn't immediately disseminated smoothly.
Ie, I remember reading somewhere that the additional bombs were only in abandoned/empty buildings. I don't remember where, nor do I recall how that information was disseminated IC. But I've also talked to people OOC who had no idea that the bombs were in empty buildings, and that makes me go, wait, were they? Where did this information come from? I can't quickly reference this as there's no OOC plotting post with bullet points/quick links to where this information comes from IC or how characters might find out. I have to dig through comments between several network posts (some of which are faction locked), several logs, inboxes, questions threads, etc.
I can't work my character towards certain information/plot points if I don't know that information exists, and it hobbles my play if I don't know something that my character reasonably should.
